Delete and/or start over. I causes too much abuse. Another way is to transfer your character to a server where the name already exists. You'll be prompted to change it.

The only way I know how to change one's name is to create a mule with your name you wish to get rid of on another server, unless your name is already taken there, then pay the $25 to transfer there. That's the only basic way to directly change your name.
