Heh, took a while to notice what it is that you mean! I'm unfamiliar with the term and its uses, and didn't feel like 'cheating' and looking it up! I do wonder if you are being serious about the report, though?

Going with serious, more likely than a case of a bug, this is a case of something more nasty, oft referred to as PS2-limitations. In this particular situation, the details are fewer as you venture away from things (draw distance). Or more like your point of view does, while the character might actually be closer. ^^

That is one confusing bug report...
And it's not a bug. You're looking at the Scout's Coalition there. Coalition buildings change depending on their upgrade status, but that change is only visible when nearby. When far away (and thus less detailed), the building will be in it's maximum upgrade state (or something like it).

while this glitch dosnt seem to hurt the game, it does raise an eyebrow that a building suddenly
lost one story and the balconies suddenly vanish...
