FoV/GoV was designed to alleviate the congestion in campaign and ToAU areas and now those areas are dead while people fight over page mobs. The only way they are gonna get people back in those areas is to add manuals/tomes or give a dramatic increase to the the XP bonus from sanction/sigil.
