Update is stuck

I'm trying to re-install the game because it's been a long time since I've played, and thought I'd give it another try. However, every single time I try to update the game the Playonline viewer gets stuck on 53.dat (14%) and doesn't move past it. It gives me no error and just hangs there.

I have tried everything from DNS Flushs with Winsock resets to using my old CDs to install everything, to the steam install, I've uninstalled and re-installed the game more than 15 times, and restarted my computer after every one. I have tried every tip from every conceivably relevant page on the support site, and hundreds of google searches have yielded nothing remotely useful.

No matter what I try to do FFXI will not update and I could really use some help.

I'm running Windows 7 (with full windows updates). I've tryed the windows vista/7 pol viewer, and I've tried my 2008 box kit (that worked last year) but nothing works.

Please someone help me out.
