Mob debuffs not casting on person with hate?

So myself on GEO/WHM and friend on RUN/WAR are out in Sea Serpent's Grotto. He's pulling with flash, I will engage and maybe cast dia or at the end of a fight we'll skillchain and I'll burst. Despite the fact that he has hate securely throughout the fight, I am CONSISTENTLY being debuffed with silence, paralyze, and slow (always at the start too). Why? Is this a bug, is it intentional?

I sincerely hope this is not intentional. Why do things like, oh, silence you support every time? They are the ones who are supposed to be able to silena your tanks/others. Never mind I really don't want to have to use an endless supply of echo drops for random outings (though yes I carry a few stacks anyways).

I am really irritated by this, and I'm wondering if others are experiencing this as it's happening with alarming consistency.

This is nothing new in all honesty, and I feel it should be like this kind of, it adds a sense of intelligence to the mobs I think, which seems lacking normally. If you were a RDM, and there were 3 people fighting you, a PLD, a WAR, and a WHM, what would you do? Myself, I would silence the WHM to prevent cures or removing my silence from them, then silence the PLD, sleep the WHM next, then sleep the WAR, and then kill the PLD as fast as I could while debuffing them. Now a mob does not always do all of this, but they do silence the WHM, and sometimes sleep people, it may be annoying for us, but it makes it feel more like we are fighting an intelligent foe rather than just some random AI who throws spells at the tank even if they don't help out, like silencing the WAR. One thing you you can do that mobs do not however is be prepared, no mobs use Echo Drops, or Remedies, but we can, so use that to our advantage and carry some with you when possible, the next time your WHM gets silenced, it will become a minor problem, rather than an emergency.

I know that the mobs can and will randomly cast on other players, my issue was with the consistency with which it occurred. No, I didn't count the numbers of those that did versus those that did not - but I can't recall ever seeing it happen this frequently. I wasn't sure if there was a change in the chance that this can occur or if something else was going on or if I was just damned unlucky that night.

I have no issue needing to carry around meds, which I stated that I do, but I don't find it fun to be silenced by most mobs we fought right off the bat and eat through my stores of echo drops. Especially since my silences were of a short duration even when they did land and once un-silenced they'd just cast on me still. Again, it was just very frustrating and it happened far more often than what I would typically expect.

Always felt like they casted on the target with least amount of hate in the party. My poor PUP was victim of a LOT of debuffs during ToA XP era.

Certain mobs are smart enough to ignore enmity with certain enfeebles, particularly Silence, which will often NOT be aimed at its enmity target if that target isn't a spellcaster. Likewise, Slow often gets aimed at someone else if it knows it will have no effect on its current enmity target (namely, if the enmity target already has Haste). This seems done deliberately so it probably isn't a bug.
