I believe it does, but it may deal only in combat skill.
The best skill up practice I've found is to cap Fields Magic/Combat skill up bonus against lv. 100+ mobs. Problem is, to cap it quickly (Because its so random) you need a lot of people or folks who are very well geared and that can hinder the skill up effort after you're capped unless you're doing something passive like healing or buffing.
For combat skills its disgustingly easy by comparison, I literally went from 93 to 220 skill in Marksmanship in maybe 4 hours of work -- only stopped because I ran out of bullets.
