I decided to start playing and I went out and purchase the new expansion today. However I forgot that my character was created in the EU before my move to the USA. Is there anyone willing to exchange my NA expansion code for EU one?

The Technical Support forum is unfortunately (as far as I know) unable to help you with this sort of issues. Trading codes with other users isn't supported, nor recommended, either.
What I would try, is contacting the Customer Service via the Support Centre, if it's an European account, and see if the code can be exchanged. I don't foresee a high probability of success, but it's the best I can think of, and definitely worth a try.

thanks, I have already contacted the support center, was just seeing what I can do to expedite the process as the office is close until Monday

My posts are, of course, not about a definite official stance, and just something from user-to-user. I do think I have at least an idea of what the official reply here will be like (although I imagine you were more or less looking for other users, but this forum is one of those that is intended for support requests which will get official answers).
With that said, since it is a weekend, they don't tend to answer here for a while either, so I figured I'd mention the Support Centre in case you had not ventured that route yet. ^^

I find myself in the same situation than gotrice1284. I moved to NA and i am not allowed from the offical Square Enix site to buy a EU product and like Dragoy said, the Support Center might not be able to help us with this issue. But there might be a possibility of punishment to trade the code with some1 else who got messed up by the problem SE created, by blocking the product to a specific region? That would be seriously kind of ridiculous. When they do not care about the quality of their product (since it apparently is not working.), why should i not try to fix that problem without buying another product, actually the same just with another code. IF they on the other hand come up with a solution for that mess of regional limitations, I would not continue to lose i thought about that anymore.
I sent myself an E-Mail with a request for a solution, but with all my experience with the customer service there is only a slight chance of hope.... sadly.
