Steps:
1. For what it's worth, current skills are Geomancy 7 and Handbell 6.
2. Learned spell Indi-Precision at level 10.
3. Reached level 15.
4. Attempted to obtain Geo-Precision from Geomantic Reservoir.
5. Response was "There is nothing out of the ordinary here."
6. Shutdown the game and restarted it, logged back in. Still was unable to learn.
6. Another player in zone at the time (level 17geo) was unable to obtain as well. A level 23geo was able to obtain it at the same time as we were unable to obtain it. However, reported level to learn spell is 14, so barring uncapped skills, this spell isn't able to be obtained by some people for unknown reasons.
