They probably have a set time in mind and aren't telling anyone- I believe they're doing it this way in a semi-futile effort to make the launch more fair for everyone e.g. give some people time to get updated and log on before it actually becomes available.

They know when they're doing it. If you look at the time zones one is PDT and one is GMT. They're going to release it tonight when it'll be after midnight GMT, therefore the 28th in that time zone.
