Actually it doesn't. If something isn't rated, than it simply wasn't rated, and says absolutely nothing about the content.
Usually things aren't rated because it will obviously be AO/X, so there's little point, but not always.
Regardless, something can't be rated NR. Either it's not NR, or it wasn't rated. Being rated NR is rather contradictory.

Actually, many many many times, things are NR (Not Rated) due to additions of scenes that were not in the original movies and thus were never rated. Extended verions, Directors Cuts, etc almost always are Not Rates. If a child's movie is released with scenes that were never rates, it is NR.
On a side note, MANY movies now add in addition and mostly clean scenes in their movies for te DVD release because of people like you who think it means.its to hardcore
