Also, NR is not an extreme rating, it just a lack of a rating. Ya know, if something isn't rated, it's referred to as NR - Not Rated.

Actually it doesn't. If something isn't rated, than it simply wasn't rated, and says absolutely nothing about the content.

Usually things aren't rated because it will obviously be AO/X, so there's little point, but not always.

Regardless, something can't be rated NR. Either it's not NR, or it wasn't rated. Being rated NR is rather contradictory.
