No. It would take forever via POL. It will be a seperate download, considering it needs to be installed, and the consoles have a disc. You buy it through SE's online store and/or possibly other places.
I think this is should be answered for sure by a dev, since so many preorders depend on it, given steam requires the base game from thier own User Interface.
You need look no further than past examples. Every expansion has been gotten from a disk or download only, not from POL though. Every add-on was downloaded via POL through updates. but no ability to install it with a disk or download from another source. By following past example, you must download it from a site or have it shipped to you and install it that way, you will not be able to get it downloaded via POL.
I'd be really happy to be able to find a physical disc, seeing as how I lost my FFXI CDs ages ago. Here's to hoping my HDD doesn't crash.
Buy it from Amazon, or really any online location I know of with accounts and digital downloads, and it saves the game to your library. That means in the event of a problem with your PC, you can redownload the game for free, but not the registration code. In this game, the code is tied to your account, meaning if your HDD crashed, you would be able to redownload it, install the 5 expansions, and have it all. This is assuming you actually got the Ultimate collection, if not, you would need to buy at very least the Abyssea collection for 10 dollars as well as redownload SoA and install it all.
