In my personal experience, having been on three different servers, it seems to me that hardcore true RP doesn't exist. If I'm wrong (and I hope I am) PLEASE someone out there correct me!
However, over the years I have found friends that have accepted me for my casual style of roleplay. I play by personality style without following any strict rules for "in character" or "out of character" while holding myself responsible for everything I say and do.
You could check out the Linkshell Community website and browse through the Linkshells listed there and see if you can find one that focuses on roleplaying and is recruiting new members.
Alternatively, you can just get out there, make friends, and build your own group of roleplayers. It may take some time doing it this way, but some things are just worth the effort - and in my book, having a group of like minded friends to play a game with is always worth it.

Can you suggest an active world to start looking?
The problem with trial accounts is that you cant add any friends to your friend list, cant have a linkshell (guild groups) or trade. So your pretty much on your own until you pay for your account. As for what Toadie-Odie said, I think you cant even look at the Linkshell Community until you add a linkshell to your char.

Other games do a similar thing with their trials/free-to-play limits. Warcraft can't trade or anything either. It would honestly make things easier to try the game and see if people want to keep playing if instead there's a level cap (like say 20?) that you can't go past, trade certain items you cant make a profit off of (linkpearls in this game's case), and can at least add friends. That's my vote.
Back on the other subject, I'm on Cerberus and have seen some roleplay, not much. Then again I've started a brand new account and there isn't a lot of people in the starter areas. (I'm pretty sure that's similar on other servers, too.)
