    Campaign Freelances not working correctly

Over the last several weeks my friend and I have been trying to influence various campaign freelance NPC's to fight for our nation. None have showed up in our nation or anywhere else. Proper research into how to influence npc's was done.

In the example of one freelance, Auroral Alicorn, It is supposed to whinny when it is influenced. It does this. I have stalked this NPC, curing it on several jobs (thinking maybe I needed to be on WHM to make it work), two campaign tally's have passed and it still stays in Jugner Forest [S].

I am not sure what's going on here. If all the information out there on how to influence freelances is even accurate, or if these NPC's are simply broken. It is not limited to just Alicorn. I have noticed since the December 2012 update that campaign freelances aren't showing up like they should be. I'm not sure if this is when the problem (if there is one) started or not.

I am tired of being brushed off by GM's over this. I doubt posting here will make any difference worth caring about.

I'll do the best I can to answer your questions, although I'm not sure how all are relevant :3

    Platform: PC
    ISP: Road Runner
    Type of Internet Connection: Broadband
Internet Connection Speed: 10-20 mbps (variable with local usage)
Date & Time: Problems observed during January, 2013 variable times
    Frequency: Campaign Tally (I suppose)
    Character Name: Mirril
    Race:
    World:
    Class/Skill Rank:
    Area and Coordinates:
    Party or Solo: Both
NPC Name: Auroral Alicorn, other freelance NPC's
    Monster Name: see above
    In-Game Time: Varies
    Steps:
    1. Any attempt to "Influence" Campaign freelance NPC's
    2. Various confirmation messages that NPC has been "Influenced" occur. (Such as alicorn whinny after curing it)
    3. After campaign tally every week, NPC's do not register they were influenced, and continue staying in their usual spot

I don't know if I'm filling out that correctly, but I hope the information provided helps. The best campaign NPC who shows this problem is the Auroral Alicorn who lives in Jugner Forest [S]. As I already stated, I tried to influence it several times over two campaign tallys and it doesn't align itself to ANY city. I also failed to see several other campaign NPC's show up anywhere, while others do.
