You need the Nations ring LV.1 + the ring level 60 + A signet staff and a quest where you need to farm an R/E item.
Which you need to group with. Like a rift dross or something like that

Would Be nice, dreaming is not the way to go.

But instead of telportation or resist I would put
"Increase Signet Duration" or " "Enhances Signet Effect"

Putting Regen or refresh on a ring would just be retarded. no one would wear the new rings >.>;

As to your suggestion, you could just use homing ring, then use either the OP warp, or book warp from there. (though I guess that wouldn't work in WoTG, ToAU or SoA areas?)
