Haste gear is a lot easier to obtain than PDT gear, unless you're talking about Earth/Terra's Staff (which you shouldn't be). You can buy many Haste pieces for next to nothing, unlike PDT.

A few other notes: Haste caps at 25%. Cure Potency is easy to build and very important. Nuking is only for the battles where you actually nuke, which can be useful, but generally aren't many. Fast Cast is not mutually exclusive with either curing or nuking gear, and RDM already gets high Fast Cast, getting cures off is rarely ever a problem. Stoneskin items are very few, and they're either very easy (AH) or very hard (SCNM, VNM) to get, so focusing on them in any way is pointless. You get those along the way at some point.
Try getting getting 25.6% Haste, which is the actual haste cap and you have to get 26% Haste in game to get it, for cheap off the AH. Do it. Do it right now. Oh look, you're wrong. Guess he should be getting some PDT to cover up all those spots.
