Then you forgot that RDM breaks pretty much every rule.

to the OP: If you are serious about leveling and gearing a RDM semi-solo then a PDT gear set is just as important as your Haste set. Your Haste set is significantly harder to obtain than your PDT set and because of that you will have to make due with the next best choice for a while, which is PDT. There were plenty of mobs I had to fight in full PDT with partial Haste sets.

The other pieces you should focus on are Fast Cast, Enhancing magic, and Stone skin pieces. RDM is only exceptional in it's stamina. You need to be able to outlast opponents. Until you actually have 25.6% Haste with an Excalibur or other top end weapon, you are always going to be the challenger instead of the champ. Most of your battle will be battles of attrition. Cure Potency and Nuking are lovely secondary sets, but honestly they mean nothing if you can't cast fast enough to get them off quickly and efficiently. 400+HP Stone skin being cast in under a second makes you very hard to lock down and knock out.
