Just like how you need 26% haste in gear to reach the 25% gear haste cap?
If it were 100%, this thread would not exist. Because SE has to deal with binary rules/coding, it is probably something like 1023/1024. There may be some weird results if they set it exactly to 100%, so they set it to something ridiculously close to 100% to try to compensate.
That's a display error, not a math error. You don't need 26% Haste to cap it, but 25%. Only gear doesn't display it correctly.
Of course it would, because players make mistakes or don't fully understand the game dynamics and don't know any better. This could well be one of those examples.

Red proc has never guaranteed key item drops in abyssea. I've only seen it fail a handful of times out of hundreds of successful proc/kills, so it has a very high success rate, that's all. Probably a ~1% chance of failure.
