Also for the op saying he shouts for tier climbs I have NEVER seen him shout.

For everyone on here complaining that their server lacks them, should start them. Since it's apparently all people from the same server, you can all go and do VW together.
Bismarck isn't suffering in VW, VW participation has been the same since the nerf.
The cities VW and some of the not so popular ones do take longer you are correct, the people who are VW addicts are mostly done or focusing to the popular drops. The newer, casual, or returning players still a bit clueless on VW, don't really care about it, or still busy levelling jobs. But the good thing is you do not need 18 people for these anymore. Cities tier 1-3 can be done with 6-10 people, can bring brew for safety. Cities Tier 4 are still quite popular so you can easily fill spots. Jeuno tier 1 are fairly easy. Jeuno tier 2 can be brewed for some of the NMs should you have less than ideal numbers.
I do agree with you, it's harder to find people to participate when they see nothing in return. XP is dime a dozen, cruor has less value now. Though honestly I hardly meet a lot of people who are doing blinker gate on my LS. So cruor still holds value to the people I know, for empyrean brew and whatnot. Then again I am from the casual crowd, not the hardcore who plow through contents in mere days or weeks :P
My problem is not so much with people not shouting, its rather that I noticed a drop in VW shout rates as well as fill speeds. What I mean is, I don't care that there are not 5 Qilin x18 parties a day anymore because I wanted to go oh so bad, I care that there is now only 2 of those a day because it means VW is becoming less popular. At the same time I don't like that the fill times slowed because it means I now get to sit in the VW parties I do wanna do, for twice as long or more just to find what is likely a trivial job anyways.
Well~ I keep an eye on shouts most of the time via another character or AH.com so admittedly its not impossible. I do it simply for watching out for those rare VW shouts I do need but hate to gather people for, like Aello.
you know there are these amazing things called "Time Zones" i know it may be abit much for you to understand but this concept allows everyone to have their own time zone where they clocks are set hours (sometimes 30mins) apart for each other so they all have a "high noon" if you will.
I've asked my LS crew and none of them heard of you, kinda odd. its like we play at opposite times, like some kind of time warp.... or maybe a TIME ZONE.
I am on Asura too, and shouts have slowed way down from what they used to be on this server. I have had a lot of friends complain about it too, especially since the nerf occurred. I don't have the time to sit in PJ watching shouts all day cause I am in a very active Linkshell and am always on the go but a lot of my members have complained about lack of shouts during non-event times. (our events are only 3 days a week, so plenty of time for them to watch them)
As far as making shouts my group does make shouts a lot during non-event times like today for Rex we shouted and did it 6x, and we shout for Ig etc whenever we are not doing events or other things. But other then random people shouting once in awhile there really isn't many shouts anymore. I know of people who watched shouts for hours and ended up afking cause they too bored on game cause of lack of shouts during free time. Everyone has different perspective on things, and this is just what me and my group has observed especially since the blinker nerf because no one really needs cruor or wants it now and gear drop rate still sucks for VW.
