R0, Instant disconnect

Every time I login on my character it loads Port Jueno zone (where I last left off) and instantly shows the packets as "R 0" and drops the connection percent from 100% down to 0% in a matter of seconds, soon after followed by the "connection lost" error screen. I've tried this a dozen times now and it's the same thing every time.

I've done some tests (I.e. streaming music in the background) to show that my connection is stable and so it doesn't seem to be an issue with my internet. I tried it on my main and my mule char, but unfortunately both are in Port Jueno so I can't tell if this is some temporary zone-specific issue. Is there some above normal activity in Port Jueno? Is there something else going on? This is a first for me.

UPDATE [RESOLVED]: I'm not sure what happened differently, but I kept trying and finally it stayed connected. It would be nice to know what happened as anyone else reading this won't get much troubleshooting help as-is.
