Change pulse cell system please

I am on Jeuno T2, wanting an item that is from a higher tier. I have the 5 pulse cells but am unable to cash them in. I would like to bring up the idea of removing the limitation. after all, the whole system is aimed with giving those without luck an edge/chance to obtain the item. why the unnecessary condition that you have to be on the same tier or higher? With the lack of interest in lower lv VW, it is increasing rare to rank up in order to obtain the stratum abyssite needed to trade them in.After months of no T2 clear shouts and shouting for 3 hours just to disband because only 5 people had joined up to that point is discouraging. Even the rare T1 shouts either disband before they actually take off or they disband immediately afterwards and still no one wants a T2 clear.Had I known about the restriction before hand I probably wouldn't have collected the cells. Everyone one I spoke to and even community player sites didn't list the restriction. I know it's my problem since it was stated in the release notes but whats the point of the restriction? You don't need to be able to build a house in order to buy a house. Why do you need to be able to pop the item mob in order to use pulse cells to obtain the item?

problem:Can't use pulse cells already obtained due to stratum restriction
proposed solution: remove the restriction that denies the use of already collected cells. After all, the npc did say just bring back 5 pulse cell of the same type and he'd convert them.

Oh, shame on you. Can you prove this guy is RMT or are you trolling because you hate the idea of him getting the ability to trade pulse cells he bought with game money to get EX gear. Fess up!

What he was saying was that, without the requirement to get the clears, anyone can just buy the items off without any effort whatsoever, not that this individual did it.
