Change pulse cell system please

Its not that it's completely unreasonable but at this stage in the game, its nearly impossible to get to T3 in order to use the pulse cells. What would be the down side to people being able to buy the cells and use them without T3 win?The only down side is a possible stimulation in certain VwNMs that do have pulse cells (yay more qilin, boo to ig-alima ^^.You can go on the run already and hope to get the item, so why not allow you to use the cells if you have obtained them. I've been trying for T2 clear for about 6~7 months now with no success. So I'm unable to organize multiple pil runs in order to try to get the piece regularly. I have in essence paid my dues for the piece because I have attained the pulse cells needed to make it from the npc.The point I'm trying to make in a round about way is that The restriction is pointless because of the extreme rarity of lower tier VW. For example: I joined a party last night that was going to do a T1 clear and if lucky, a T2. After 4 hours, there was only 8 of us. The party disbanded and I had wasted 4 hours since I was in there from the start.

I don't mean to come across as rude or someone with animosity so if my post reflects that in any way that's not how it was intended ^^;

A pt of 8 can clear lower tier no problem, why'd you just go with 8?

You can go for the run without clear, but you still won't get the title. If pulse cell is useable by anyone without the title, you may as well ask all VW ex/rare to be sellable, isn't it easier?

You don't have to go in to these runs repeatedly if you're going to buy cells, but at the same token, you do need to go to at least ONE run. I don't see this as being a problem.
