Either report them in-game to a GM, or report them online to the Special Task Force.
Reporting them to a GM:
This link takes you to the knowledge base article which currently says this:
Reporting them to the STF.Definition
Real Money Trading (RMT) is the sale of in-game items, currency, characters or other data in order to obtain real money. RMT activity is strictly prohibited and any players caught participating in RMT-related activities will be punished.
Response
Users who solicit RMT services within PlayOnline or FINAL FANTASY XI will be immediately suspended and reviewed by the Account Admin for permanent account termination.
The Special Task Force
The Special Task Force is dedicated to stopping the use of both third-party programs and RMT-related activities. All data gathered by our GMs is investigated by our Special Task Force. The Special Task Force allows us to take action against third-party tool users and RMT-related activities in a manner that we normally would not be able to do using only GMs.
If you hear of any transactions of in-game data for money or any other RMT activity, please report the details to a GM. Select the "Help Desk" -> "I want to report a violation of the PlayOnline Member Agreement" and place a call.
Reasons
Items and gil obtained illegally through RMT activities can affect the game's economic stability and can encourage other inappropriate behavior.
This link takes you to a form to report suspected RMT activity to the STF.
Why would you think he's a gilseller/botter? Sure, his AH history suggests he spends plenty of time in SSG, but he could probably earn 10x as much FCing in Abyssea or soloing dyna. All those Falcor jugs he's buying aren't cheap either...
"Puppetmaster was our last best hope for peace. It failed.
Now it's our last best hope.. for victory!"
Should be careful with accusing people of rmting gil when you have absolutely no proof. This could be someone's mule character making gil in a less-than-optimal way for all you know.

EDIT: and you know what, even if this guy were zomg rmt he's making his money in a way that actually helps the larger server by putting cheapish scrolls on the AH, which is maybe not much but is certainly more than I can say for the rest of us, all huddling around the chocobo tamer for hours at a time

tandava crackows + chocobo jig + animated flourish = prouesse ring
I read ssg, and scrolls, I'm guessing, someone is past the door and slaughtering the abyss fish dudes? We had a dude on cerbrus that used to live down there, Idk if he was botting or not, seemed like it, so me and the wife had a good ol evening playing claim wars with em, Whm flash pwns rdm dia.... But Ur never logged, returned to the exact same spot after every kill, and never tried to claim the "wrong" mobs..... In anycase, we never bothered reporting it, we just couldn't tell..... Made our assumptions, but couldnt be 100%....
In our wake will be smoke fire and burnt charred remains of those that have fell before us, We will not remember their names, as they are no more, the next challenge, the next horizon is what we strive for and Demand it be met with Ferocity, We Grin at the Possibility of death, Fear no Mob that walks Vana'diel or it's Realms, there is no tomorrow, there is only now, For pride, for honor, for Glory We are The Knights of Pegasus.
If he isn't screwing with you, you should probably just leave him alone.
What can you do if you see a RMT?? jack all, i see all the time players with names like lkklt and asssda etc... in groups fishing around or other things, i've reported them and they are still there a week later, SE prob just keeps them around to make money on that account rather then doing their job to stop it.
