they are areas that were designed for expansions that were never emplimented. as for the spire and norg loading areas. those are for the pirates and are purly cosmetical. ther are plenty of dead end cavs. or places taht lead to nowere were tehy have had plans to add future zones that have bene abandonded due to limitations and as of now cost.
