what about adding scrolls of instant retrace to conquests NPCs? THAT would be useful.
How would an officer in the present be able to give you a scroll that teleports you to the past?

Almost everyone homepoints in Jeuno anyway. Look at all the things you can do in Jeuno that you can't do elsewhere:
1. Seal Storage/Orb Purchasing
2. Teleporting to BCs
3. Magian Trials
4. See shouts for VW or other activities that require a group
Here's all the things you can only do in your home nation:
1. Access storage behind furnishings
2. Teleport to Outposts
3. Use Explorer Moogle to get to anywhere but Jeuno (requires Ease of Exploration)
Points 2 and 3 aren't actually all that useful in the wake of VW teleports. As others have already pointed out, getting to Jeuno is a bigger pain in the ass than it is to get home. Sure, you can use VW teleports, but that's considerably more expensive than using other options to go the other way.
In the year that I was gone, SCH went from a job no one wanted to a job that gets to use their 2-hour and go sit in the corner. I guess that's progress?
As it has been more or less said, everyone already have their home-point at Jeuno... If it was easier to get to, it would be different.
I always hang around in Bastok myself, but I still keep Jeuno as the home-point due to it being kind of far from the Outposts. I teleport to a crag to use the Field Manual to get home, so a scroll for this would really change nothing for me, but it would certainly be convenient, and very much appreciated.
I definitely can not see it making Jeuno more congested as a honest and serious reasoning against it. With all due respect, that seems more like a joke that makes no sense than anything else...
...or so the legend says.
I actually laughed out loud when the rep mentioned people would only set their HP in Jeuno. Now we know for absolute sure that they don't play the game, at all.
