The same reason why about half the Corsair rolls are sold exclusively by an NPC that can get captured in Besieged. It seemed like a good idea at the time and it worked just fine when that content was new and a large chunk of the population were actively doing it.

The other option is to do the nation quests and not do the assessments at all.
Well I mean, I already have the medal of altana, so it doesn't specifically affect me unless I get lazy and don't do campaign for a month, effectively losing the highest tier for 5 days... but other than that not really?
I don't think it's specifically a priority, but I think it's not a necessary restriction that holds relevance unless there was content that would justify the renewal of campaign, and therefore working for tiers.
Just my thoughts.
