Yet Another Missing Destrier Beret

Area and Coordinates: J-12 Port Bastok (Residential Area)
NPC Name: Festive Moogle

Steps:
1. Started a new account and created a new character.
2. Logged out and registered the Destrier Beret code from Steam to my account for said character.
3. Logged back in and the Festive Moogle reports "Nothing for you".
4. Waited 24+ hours then tried again to the same results.
