It may not be feasible to untie frame rate from game logic at this point. So many teams of people have come and gone on this game that the current team may have no idea where to begin on that front.

I've seen cases of people being temp banned for a bad hardware combination that made the game run at an unlocked framerate, and that made their character always move at more than 100% speed, which got a GM called on them. It was outside their control, but they got a mark on their record for it.
