The main Reason is: the PS2 Version of the Game was never officially released in EU Countrys. (PC Xbox 360° Only)
In other Words Mainly Japanese and North American Players are affected by a release of a 'better' PS2 HD.

I highly doubt that you will find many Players in EU Countrys that play on PS2 due to the fact stated above.
This, exactly this, wouldnt buy it either.
Its not that hard to get a cheap PC that can run FFXI smooth.
