    Did you talk to the Festive Moogle in your home nation?

    He's located in:

    Port San d'Oria
    Port Bastok
    Windhurst Walls

    Should be right outside the Mog House. I can't remember if he gives it to you or if you talk to him and then go look in your delivery box.
