So obviously broken for so many things this is a horrible idea. Embrava, Soul Voice+Nightingale anything, even your haste example would be broken, and start seeing shouts in town with people asking some whm or rdm to cast haste on them 20 times.

It wears on zoning anyway.

That said, I'd much rather a longer duration. I'd be fine at 5 minutes base duration.
