Heh, perhaps the fella got tired of the wind (it's a relatively open area after all).

Or mayhap a new way to entice people to ask questions, and thus give a window of opportunity to reel them in for the services of A.M.A.N., oo-ho-ho~ (or alternatively, keep the pesky adventurers off).

When nobody else is doing Walk of Echoes, Kopua-Mobua does it. He is the most interesting Taru in Vana'diel.

That was my first thought when i read the OP! They do this, but they wont give the tarus that need them any stools to stand on. I'm ashamed of this Dev team now...
