Heh, perhaps the fella got tired of the wind (it's a relatively open area after all).
Or mayhap a new way to entice people to ask questions, and thus give a window of opportunity to reel them in for the services of A.M.A.N., oo-ho-ho~ (or alternatively, keep the pesky adventurers off).

When nobody else is doing Walk of Echoes, Kopua-Mobua does it. He is the most interesting Taru in Vana'diel.

Might as well ask, but you didn't dat swap anything recently did you? The dats for gear apply to npcs as well.

So that's what the devs have been working on. It all makes sense now.
Time for the devs to modify yet another single random NPC in the game and place their bets on how many days before someone notices.
Nope, no dat swapping, I forgot a warp scroll recently and ran to the artisan moogle to get one, and was like... um.... HUH!?
