When I clicked on this thread I thought you were about to complain about the lack of content for exploration, but... movement speed, really? You're interested in exploring, but too lazy to do so at the speed you're given? That's... kind of sad. As Dale said, if you're really exploring, you don't want everything whipping by you at the speed of light. You miss way too many things that way.
We didn't used to have equips like Sprinter's Shoes, which you don't even need to keep equipped to utilize the quickening from. On top of that, there's now the SCH sub with Desert Boots option, the older-school BRD sub for Raptor Mazurka... You could point out leveling BRD or DNC to much higher levels for their "chocobo" functions, but these are the more easy and slightly less obvious options (nevermind less expensive!).

exploring (or in this case getting around) is really easy in FFXI if you work on it. Do all of your outpost warp quests, get all fluxes, explore every past zone, maw, abyssea maws, assault staging points.
I almost never have a situation in which i cannot get somewhere I want quickly.
I agree on the whistle limits though, the work you have to do (i think?) to get a boco is another cost/reward silliness from the past.
You can't even hold it.
