Why am I constantly getting messages from people advertizing "BR0SALE" and I see someone running around with five toons following him, all of them have random ass names that make no sense. Is there any way to report someone for this behavior?

First off report them to /helpdesk or the STF. Secondly you should remove the name from your post. Careful about posting rules.
Last turn on your SPAM /tell filter.

i have gotten over a hundred of these and reported all of them but i have still gotten some even with the spam filter on
I am always sorry to hear reports like these but sadly this is not the correct avenue for feedback like this. As Sarick mentioned go ahead and ignore them and make sure you report them to our Special Task Force. The more information we can gather the better we can address these kinds of players.
The issue with the spam detection in game tho is not working right. I have gotten the same tell from same rmt 3 times in 5 mins as well as several other members of my ls. So how can we ignore this if it won't even block them. Same with shout spam. A guy spammed 45 lines of Teleport altepa in shout and yell and it did not even block it.
