I've always wondered this.

I started a thread a while back about spots like that in game that are somewhat obvious gateways to other areas. Like remember when there was actually a big boulder in Gusgen Mines blocking the now entrance to Movalpolos?

I would assume they put it there as a possible route to get to the far East where Tenzen originates from. Or maybe it's just a simple dock where they like to hide their pirate ship.

The ship looks identical to the one that attacks, Norg is a pirate haven, and it's clearly a pirate ship.

It technically could be a different ship that just happens to look the same. But it's the only reasonable explanation available within the content of the game.

Not to mention that Final Fantasy has always done better with implied and suggested truths over the stated ones.

He could always try to test the time difference (in game and RL) between Norg ship departures and the Mha/Sel ship....
