There's a quest which requires you to find the charm of some womans dead husband. The charm drops off the skeletons the pirates spawn and the dead husband is a NPC in Norg suffering from amnesia, iirc. Pretty sure their is mention of a pirate attack when talking to him (or one of the NPCs nearby), though I don't remember if it mentions the Norg pirates attacking or another group of pirates.
Ingame lore backs up the fact that the Norg pirates are infact the very same individuals attacking the ferry.
Between the references to necromancy, the ship looking the same, the place being a den for pirates and the summoned monsters having pirate-y names, it's no assumption to conclude this.
Besides, I'm pretty sure the pirate ferry is a different color than the ferry the player rides on between the cities.

There are no skeletons walking around Norg. All the pirates that attack the ferries are skeletons. In this, skeletons and the enlightened races do not interact, so they would not be sharing the dock at Norg. End of story.
Never seen any work of fiction where ghosts ships dock either. They wander the seas forever.
The norg ship literally just comes right back after it leaves. It's not even gone long enough to have gone anywhere.He could always try to test the time difference (in game and RL) between Norg ship departures and the Mha/Sel ship....
