Addition of visible capes to the game

the possibility of adding "visible" capes to the game...

I think the closest we'll come is body gear that restricts the back slot - it could definitely have a cape in addition to potent stats to make up for the loss of a slot (but more likely it would look cool while having gimpy stats relative to what you could do with a separate body and back piece).
