    The perma solution would be to move the servers to Texas.
    An area like San Antonio to Austin has no weather, no nothing. No tornados, no earthquakes, no ...... anything. Hardly even rain. Central-South Texas is immune to weather effects, and taxes, it's where a lot of companies HQs are, including Microsoft Xbox. (North Texas gets snow, South texas gets rain).
    And, Texas has incredibly fast internet, it's where U-Verse launched. Plus, it's halfway between east and west coast.

    Looking at the wiki page for U-verse, it looks like their best plan is 3 mbps up? That isn't even close to usable, and it sure as hell is not fast.

    Fyi, you can get 1 gbps up/down for under $100/month in japan.
