Did some googling on the error codes, and basically it is pointing to connectivity issues. Congestion, port traffic getting blocked or not forwarded properly, ISP routing issues....anything goes.

Have you tried bypassing the router and connecting directly to your modem yet? If that works, then it is either something in the router config or the router itself is having a rash of brainfarts (ie: time to replace?).

could be a regional routing issue. These crop up from time to time. Either wait it out for the responsible IT crew to stumble on the problem and fix it, or get proactive with your ISP to pinpoint the point of failure so they can get someone looking into it. It may not be your cup of tea though... basically would need to run netstat in the background while you are connecting to capture the IP/FQDNS names of the SE servers you are trying to connect to, then running tracerts to see if you can pinpoint where the stall is, then forwarding that info to your ISP.

At the very least, try contacting your ISP and tell them you are having connectivity issues with one particular game whose servers are based in Japan. If they need some specific server info, you can try opening a dos box and running a tracert to some of these known IP's or server names to see if the stall out. If they do, then you can forward that IP/server name to your ISP for them to do some research on...or just forward this list to them as a list of known servers you found posted online while trying to research and let them take it from there:

    202.67.62.70, 202.67.62.102 pt008.pol.com

    202.67.54.55 wh000.pol.com

    202.67.54.52 ci000.pol.com

    202.67.53.31 dns1.square-enix.net
    202.67.53.95 dns2.square-enix.net
    202.67.53.32 dns3.square-enix.net
    202.67.53.96 dns4.square-enix.net

    124.150.154.122 ffci00.pol.com

(a lot of servers in the 124.150.154.0-124.150.154.255 range, there will also be a lot of UDP traffic with servers in the 124.150.152.0-124.150.152.255 range as well)

    sharpe5062,

We would like to apologize for the problems you are experiencing, and we can offer a few suggestions to try to assist you in resolving this problem.

    Suggestions:
    1. Check to make sure you have properly configured or turned off any of the following: Routers, Proxy Servers, NAT Servers, Internet Connection Sharing services.
    2. If you are using any kind of software/hardware Internet Sharing service/device the following ports need INCOMING access to your PC: TCP 1024 - 65535, UDP 53, and 50000 - 65535. Also, check to make sure that the ports mentioned are not blocked by your ISP for INCOMING access. Proper configuration of any of the above items mentioned should be done by following the instructions in the software/hardware manual or calling the manufacturer's technical support.
    3. If you are using a router, and have configured that router for port forwarding, temporarily bypass that router and connect directly to the modem.

Please take note of the following:
    • Proxy servers, and satellite connections are not supported and do not work correctly with FINAL FANTASY XI.
    • Your router may require that you use a PC to configure your network settings. For more information about how to configure your network settings, please refer to the instruction manual that came with your router or contact the manufacturer directly.
    • If your Internet Service Provider (ISP) specifies a DNS server, you need to make sure to configure your settings to allow packets to pass through UDP Port 53 as well. For more information, please refer to the instruction manual for your router or the information provided by your ISP.
