I wonder if, even with the maximum of +20% accuracy, Feral Howl's accuracy will be worthwhile. The accuracy of Feral Howl is reported to be somewhere between "pretty bad" and "unacceptably bad" on anything of a high enough level that interrupting spells or abilities would be key. Some stuff even seems immune.

It is not exactly easy to test given that five minute recast, however, and lots of stuff has turned out differently than expected after someone worked up the self-hatred to measure it accurately.

I could see Killer Instinct starting out low and growing to 3 minutes at 5/5. Less than half the duration of other circle abilities is pretty lame, though. I assume this is because Killer Instinct covers a wide number of families, but I think it's also important to consider that Killer Instinct is Beastmaster's only offensive ability as well as it's only ability that directly benefits a group.

Killer effects mean more for Beastmaster than for other jobs with circle abilities, so why shouldn't Beastmaster be able to have a "better" circle ability active for the same duration as those jobs?

The changes to Falcorr could be positive, for me at least, depending on how drastic they are. If he ends up being an economical option with high evasion and high attack then I'd prefer that to a higher level of Treasure Hunter. Of course, the Phase II changes will actually be almost nothing and change literally nothing, but it's nice to have hope anyway.
