Tidal Talisman

In Aht Urhgan Whitegate it wont let me use the Tidal Talisman to warp to Nashmau. whenever i try to use it it gets to 8% and then stops

so far I tried

Being pty leader, Dropping pty, zoning and unequiping it multi times.

anyone else have this problem?

Edit: Tried it from Nashmau to Aht Urhgan Whitegate didn't work, Warped to Port Jeuno tired to using it to warp to Kazham didn't work. Warped to Windurst Woods and it worked for Jeuno warp
