Relic Axe

So is it just me or is there some way of getting the base relic weapon to drop?
Done 2 runs on Dynamis Bastock and had a stupidly over abundance of Scythe, Great Sword, Great Katana....
First run we had no less then 6 of each weapon drop.
Second run has been the same, maybe a little less cause we tried moving around fighting diff mobs a bit more seeing if that would help at all.
Why is the relic Axe not dropping? Is there a bug? What's going on? Its very frustrating having stages ready to be done but the base item is no where to be seen....
We have even resorted to forgetting about procs and mass pulling groups of 8+
And before anyone says not getting procs hurts the chance of a weapon, I call BS as once we started mass pulls (2BST each BST pulling 6-9mobs) we started getting GS GK and Scythe x3-5 in pool at the same time.

Its starting to become very disheartening.
Spent 1 run in Jeuno for Relic shield struggled like hell getting one of the TE had a bad time getting a decent spot as there was a lot of others in zone and what do you know had all weapons drop and 2 shields so wont have to do jeuno again now can pop NM and upgrade.....
But this dam Axe, only need 1 no second to pop a NM, no second for anything, just 1...... Why SE why?
