Weather-specific abilities won't do anything because against monsters in that terrain, they are usually resistent to the weather that shows up. Best case scenario is the added elemental status effects. So, best bet is to switch the abilities to where you can choose the element, and it's enhanced by the current weather.
But then you're trouncing on RDM's ground. They already do that with enspell IIs. Not so much status effects, but elemental resistance down, which in turn can be used to increase landing rate of status effects. And if SE would add something like "Augments Elemental Magic" to RDM, it could add Paralyze to Blizzard I-IV...
