SE is just throwing out adjustments that most are just stupid things and a waste of resources imo. It seems that either they have way too many (additional) development resources that are sitting around and have nothing that they can do (or been authorized to do) or there's nothing else to do for them so that's all they got left to do. Either way, it's dumber then dumb imo. A good way to waste resources and drive the playerbase insane with these 'adjustments'.

Yes, but would require more work. They'll have to add in the spell. Create the scroll, either put that on some NPC for sell or quest. Etc. etc.
