Team casting puppets

I think Water Maneuver needs to be up to prioritize use of buffs on pt members.

What I'm having issues with is Regen instead, he seems to use it at pretty random times, I can't seem to get a correct pattern to reproduce when I want him to use Regen :3

!) Mob has to be DC or better.

2) You have to have taken some dmg, but not enough to warrant a full cure.

3) Have to currently have the attention of the mob.
