Imo, its prolly because in the very broadest sense his/her/its posts are 'about' FFXI and the forum admins are looking at each individual post in this light while simultaneously overlooking the the troll-ish nature of all of his/her/its posts as a whole.
Arguably, i'd say its a good representation of the old saying, "Not seeing the forest for the trees."
Either that or the combination of ppl assuming that everyone else is reporting him/her/its posts as spam and not doing so themselves and posters actually responding to him/her/it in the first place..
There is no need to limit it, they just need to deal with the tiny minority that abuse it.
For now, just put Hordecora and hordecore on your ignore list, and tell others to do the same. At least you won't have to look over your shoulder constantly to see if you didn't accidently posted in a hordecor* thread.
