Assuming that SMN is included in the following quotes:

If you guys are planning to release a new avatar that can only be used when a specific weapon equipped.... Please do not make it difficult to obtain.

Quote " Also under deliberation is whether to limit the availability of such equipment or make it relatively simple to obtain."

Given the shear number of jug pets available to beastmaster(45 jugs and monsters outside abyssea)) compared to those available summoner (9 useable avatars) i think it would be unfair to make any future avatars difficult to obtain. BST only have to go the AH and buy jugs....

Avatars don't cost you 15-60k ea, everytime they die or you zone. Be greatful.

Don't forget the 8 spirits. Their combat usefullness might be limited, they're still of more use then most jugpets...
New PUP pets would be even rarer(5 usable frame/head combos) and more difficult to envision...

Depending on the usefullness, new SMN pets-from-a-stick could be easier or harder to obtain. New spirits (4 abyssea dual-elementals) wouldn't be that dramatic, but new avatars like Phoenix (aoe Reraise, Fire resistance and/or Revivify (weakness removal)) could be a lot more potent and therefor harder to obtain. (But not stage 2 lvl99 emp weapon difficulty.)

Also doesn't have a ridiculous recast time.
