it's the same problem that plagues every other multi-hit WS in the game. If you are capped for ACC on your target, then it's just bad luck that you are routinely hitting that 5% whiff factor....but if you are not capped on ACC, then there's something you can try to do about it.
Personally, I'd like to see them do something about that 5%/20% capping crap. I can see why they have it, but it just seems like it tends to clamp down really hard at times....seemed like my Gekko's were plagued with it the last week or so. Maybe they could clamp down on the effectiveness of ACC/DEX and EVA/AGL once you hit those current limits. Just seems such a waste now....it's not hard to hit >100% ACC on some top tier targets now with food/gear in some cases. Would be nice if they could put in some tweak to help us use some of that overflow on our actual ACC/EVA stats. It could be something insane like a 10:1 ratio even...or maybe a new merit category that would allow us to break the cap somehow. Somehow, throw us a little bone to reward people for putting the effort in to min/max their jobs without completely breaking the game mechanics.

Biggest fluctuation is probably the critical hit damage. Sure, if the first hit misses the gap is going to be wider, but the critical hit rate is a lot lower than the actual hit rate (usually), so you'll notice those effects a lot more often.

FFXIV: Selbina > Arcon Villiers
First hit on all WS (Except those with acc penality) has a substantial acc boost. So even with next to no accuracy your still looking at 95% on first hit, the second and subsequent hits is a different story entirely. It's just the way it is, they'll never give you 100% accuracy on anything.
