They don't give a crap about that, they want person A to do VW as long as possible (lack of content) to get item A, B and C and that's why they designed it the horrible way they did.. and for no other reason. If you could put items in the pool or trade when under VW status people would get them too quick for their liking. Same reason they refused to change kings, it changed a fairly decent drop rate on HQ to almost nothing due to botters (which they secretly liked cause it artifically extended the life of the king system..like VWSE dont want people able to put their rar/ex drop in chest, because they're dont want people starting to sell rar/ex items for gils.).
If they cared about selling of items they would do something about it in Abyssea and fell cleave sellers, they don't care.
How I would handle this VW problem now is I would leave the current random system but allow all items to be obtained via Trials of the Magians where you have to kill a set number of Pils/Kaggens/Akvans etc to upgrade the base Ah buyable version (or a new base buyable body made for this purpose) of each armor to the glowing one, say 50 or so Pil to upgrade a harness etc...but gotta rub some barance on it, so you have to have full clears of all VW nms and all stratums upgraded to be able to do it this way. There, fixed the problems while making people do the content, get clears and making it last a long time.
Still leaves the problem that people can luck out 1/1 cheapening the rewards but you need that too for some insentive for more casual players to do it I guess, if you wanna tackle that problem too then just make the ones done as above +1 of the R/E versions..which would make people that already have the R/E one go get the +1 too.
